David Garcia is an arbitrator and labor relations professional with extensive experience in arbitration advocacy, grievance resolution, and collective bargaining in large, unionized environments. He brings a disciplined, analytical approach to labor relations, grounded in over a decade of direct practice under collective bargaining agreements.
Mr. Garcia directs case development, including evidentiary analysis, witness preparation, and hearing strategy, and has been involved in arbitration proceedings on a regular basis. He has worked on hundreds of arbitration matters involving discipline and discharge, workplace safety, contract interpretation, absenteeism, and employee misconduct. Mr. Garcia completed arbitrator training through the National Academy of Arbitrators' BALA program in 2026.
His experience includes negotiating and administering collective bargaining agreements, conducting complex workplace investigations, and advising on collective bargaining, interest and grievance arbitration, day-to-day labor relations, compliance, and dispute resolution.
He has worked closely with legal counsel and operational leadership in safety-sensitive environments, ensuring matters are addressed with procedural fairness and adherence to governing labor standards.
Earlier in his career, Mr. Garcia gained foundational experience in arbitration through involvement in commercial arbitration matters and civil litigation, developing skills in evidentiary analysis and hearing preparation that he later expanded into labor arbitration practice.
Mr. Garcia has engaged with the arbitration community through national conferences, including serving as a plenary panelist at the National Academy of Arbitrators annual meeting in 2025. He completed the Becoming A Labor Arbitrator (BALA) program and is developing a body of written decisions while providing neutral services.
